Does a parent forfeit there rights under North Carolina Law for non-payment of child support after one year? And no contact?

Transfered legally from Ohio. Do not know North Carolina Laws.

No, there is legal avenues you must take for this to happen. If he hasn't payed anything in a year he is definitly in trouble legally but his rights as a father can not be took for only that. Just ask him to sign his rights over to your new spouse. You must have someone willing to adopt your child or it doesn't matter anyway. Good luck.
