Does great-grandmother and great-aunt have visiting rights?

The father lost his mother at age 14, his father really didn't raise him the grandmother did with help of the aunt. He got married and divorced, after the baby was born. So this baby girl is a great-granddaughter(the only one) and the great grandmother and great aunt have not seen this child since Oct 31, 2007. tried to make arrangements to see the baby many times, the mother of the baby made excuses every time, finally, we stopped trying. The babies mother is having a first birthday party for her and we are invited. The babies father can only see her at the house and the ex wife will not let him take the baby anywhere. We are so upset, what can we do. The father has no money to take her to court right now.

The only family this baby girl has seen for the last 10 mos. is on her mothers side of the family, the fathers side of the family consists of a brother and his wife, great-grandmother, great-aunt and great-uncle
