Does he pay child support?

If custodial mother allows minor child to live with maternal grandparents and non-custodial parent is ordered to pay child support to custodial parent, does the requirement still hold true if the child is living in the grandparents residence?

Yes, child support payments still need to be made. The father could ask the courts to modify the agreement so that the grandparents are named as the payees of the checks.

The grandparents are the LAST people in the world he wanted to raise his child, so payments to them are not an option. The custodial mother said that the child would not live there either and in the paper work it is stated "........(mother) is responsible for the day-to-day care of the minor child" How can she be is the girl isn't living with her? Is she in contempt of court?

If the mother relinquished her rights to the grandparents I don't think she's in contempt. But I think he would be if he doesn't provide child support. The grandparents could go to court to get the agreement rewritten, so that they receive the payments.
