Does the father have legal rights to stop a move by my daughter and their kids?

My daughter, age 27 and her 2 children, ages 3 and 4 live in HUD housing and are on welfare and food stamps in the state of Missouri. She wants to leave the state and come live in Oregon with my wife and I until she can get on her feet out here and find a place of her own. The father of the two children is legally married to another woman, who he stays with part time and he is listed as the father on only one of the 2 childrens birth certificates. My wife and I are going to go back and pick her and the children up to bring them out here to live. Does he have any legal right to stop her from leaving with the kids?
