Father visitation rights

Our daughter has sole custody of a 4 year old and father of child
never married to daughter has visitation rights spelled out. Does he have a right to take the child out of state more than 500 miles without the permission or knowledge of the custodian parent.
What is the recourse and what will keep him from doing this again during his visitation times.

Check with the local county but if they have a good agreement, travel should be spelled out in it. In any event, international travel he'd have to have a letter of permission signed by the mother and notarized. As for domestic travel, they don't check.
