Florida relative caregiver assistance

We are the relative caregivers for my husband's nephews, for three years. What is the responsibility of florida to us, as out of state caregivers? They not answered my questions regarding adoption versus long term placement. In court in florida this past week the judge says we have to sign the case plan, or the kids will be returned to foster care in florida. When I had a brief minute to ask a question, the judge responded that I will have to get assistance from florida. Florida has jurisdiction. If the kids return to foster care it will be in florida, not illinois. I want to help the kids, but I need my questions answered. I feel under duress, adopt or they are back in the system. Florida has not stepped up in three years to assist. I would like to find the laws. I was told, there is no book of rules and regulations, or bi-laws. It is a hodge podge, and therefore a case to case decision. I feel I have been strung along all this time. Please direct me to a resource for answers to relative caregivers out of state, and all the options to help the kids and keep them out of the system.

I am a relative caregiver for 2 girls, i am their cousin and we live in a different county than where the kids were living. In other words i live in dade county and the jurisdiction is brevard county. I must say it is ridiculous the things you are not told or the court system does not handle for you. The social worker should help you with applying for assistance.

I meant to say that the judge in florida told me I have to get assistance from Illinois, where we live. Florida has jurisdiction and says Illinois should help. Illinois tells me it is Florida's responsibility. We have taken care of the kids for three years without assistance from florida. Florida insists we 'adopt' or the kids go back into florida's foster care. I want to help the kids but it is difficult, as my husband is self employed and we have two boys of our own. I wonder if there is any recourse for the lack of support from Florida for the past three years?
