Getting guardianship of our granddaughter?

Our granddaughter has lived with us for about 5 1/2 yrs. We have ask her parents to sign guardianship papers many times. They have not supported her in any way. Financial or emotional, they have maybe kept her 5 times out of all of these years. They are now seperated but have never been married. Our daughter is willing to sign the guardianship papers, the dad says he needs to think about it. After all these years she has been with us now he needs to think about it. Our grandson that has lived with them is now handicaped due to taking OTC diet pills, & they have been charged with educational neglect on him. What do we need to do to get guardianship of our granddaughter, possibly our grandson also. We love our grandchildren and want what is best for them.....US. We have supported our granddaughter in everything she has needed or wanted. We supply for all her needs, financial, educational...etc.
