Grandparent visitation right

My sister has been letting my niece visit her grandmother every other weekend. She told her one weekend that she couldnt see her. Now the grandmother is taking my sister to court. Does she have the right to petition my sister for Grandparent rights?

For one weekend she couldn't see her, or for all time from that weekend on?

if it is for all time, then she does have rights to see her.
if it is just the one time, don't worry about it to much

Yes it was just one time my sister denied her. She got upset and told her that she was taking away Grandparent rights. My sister was told that the Grandmother filed a petition and she will be receiving it shortly. I just wanted to know what grounds did she have?
