In your state as in many others, When a couple is not married at the time a child is born the father has no legal rights, the mother has custody. Problem is that everyone related to the child through the father also has no rights to the child. There is a short chain of events that can be followed to give the father rights( ie. DNA testing followed by court for visitation and child support.) All of these actions require the father of the child to be willing to fight beside you. Once paternity is found then you have a good chance to fight for your rights as a grandparent, Penn does have grandparent laws, many states do not carry those laws.
