Grandparents visitation rights

NYS grandchildren are in custody of the county, son @ daughterinlaw are incarcerated. We as grandparents have been visiting grandchildren for 2 hours only per week because dss says thats all we can have. We have been asking for extended visits since dec 07 and as of today we were told since we wont take full custody of the kids they will not extend our visitation. to me thats blackmail and i want to know what my options are for getting longer visitation with my grandkids.
