He is not following the custody arrangement.

My ex and I were divorced in April 2007. Our decree says that we have joint primary and physical custody. Neither party has to pay child support. From the day that the decree was signed, he has not followed the custody arrangement. I notified him in May of 2007 that I was moving to Missouri and that the girls were going with me. Even though he was not happy, he agreed. I asked him to pay $200/month to help with expenses, he agreed. He hasn't paid a dime and I am taking him back to court for joint custody with me having primary physical custody and having him pay child support. He answered with wanting to have primary physical custody and me pay child support. Is there any chance he will get custody and what do I need to do to help ensure that the children stay with me (10 and 13)? He just doesn't want to pay child support and when they are visiting him, they spend time with his famliy or his girlfriend more than they stay with him. Any thoughts or ideas would be helpful!
