How are visitation rights enforced if the custodial parent takes the child out of my state? Which state enforces the payment

My girlfriend accepted a job promotion last June In Atlanta Ga. Consequently, I have sent her child support voluntary but I have no visitaion rights. If she decides to come to Mecklenburg county to visit her mother she and my daughter will spend about two hours with me. This visit usually occurs once a quarter. Recently, I did not send child support payments for the month of May and June. I received a notice this week to appear for an appointment in Mecklenburg county for child support enforcement. Unfortunately, I sent many payments through Western Union and did not keep the receipts. Will I be required to pay back child support for those month's I cannot produce a receipt?

Go back to Western Union to see if they keep a record of what was sent. They have to keep records after all. You may have to pay a fee for the documents but at least you will have them.
