How can a legal guardian obtain sole custody in Texas

I live in Houston, Texas and I'm currently the legal guardian of my 3 year old cousin. I have been his legal guardian for 13 consecutive months. The guardianship agreement was established in North Carolina. The mother of my cousin who has a history of mental problems, criminal legal problems and who has lost custody of her other 3 children in another state has decided that she wants to take her son from me for no apparent reason. She is unemployed, homeless and currently on probation in the state of Tennesse. I believe that it is in the best interest of my cousin to remain in my custody. What steps do I need to take in order to obtain sole custody of my 3 year old cousin in the state of Texas? Can I file for custody without having to pay an attorney?

You have costody of the child now , the mother has to file for guardianship and and show your not a fit guardian for the child and she is , which if what you say is true she wont be able to do that , just set back and wait , you have legal costody of the child ..
