How can i get childsupport

I left my daughters' father about five years ago. We both lived in nj and i established a childsupport order and he paid somewhat reguarlarly in the beginning. About three years ago i moved to ct. He signed court papers to allow me to move the girls out of state. Thats when he stopped paying childsupport. When ever nj childsupport would catch up to him and garnish his pay he would quit his job, they would take him to court and make him pay. He now owes well over 20,000 dollars in support. He has moved to pa , again nj childsupport found him, and asked pa childsupport to take enforcement action, it took pa 6 months to even do that he made two small payments and quit again, pa child support took about another three months to take him to court and then he did not show he showed up the nexy day and they rescheduled it for two months later , they did not require him to make a payment the next contempt hearing came and went they did not make him make a payment and scheduled another hearing for the end of december, what is wrong with pa childsupport? Any time i call them they act like i am bothering them. What can i do to get the childsupport i desperately need?
