How can I, the grandmother, get custody?

I live in the state of Louisiana. I have a 14 year old whom has had 6 month old twins. The twins and my daughter all live here in my home with me and my husband. I have been raising and providing for these babies from day one when she became pregnant. My daughter does not want the responsibilty of the twins, yet, she doesn't want me to have legal rights over them either. I am VERY,VERY concerned for my grandchildren. My daughter plans to leave home in 3-4 years and take the twins with her. I know they are her children and she can take them, but it scares me. She will NOT be a mother to them now, I know she won't be in 3-4 years either. The oldest twin has developmental delays and my daughter tells her all the time she's ugly, or when she cries that she's getting on her nerves. The baby has to have weekly, a home nurse and a physical therapist and they both have said they would stand by me to see me with the babies, cause even they know my daughter wants nothing to do with them. PLEASE let me know if there is ANYTHING I can do to keep my grandbabies with me. I am 32 years old. I can work, and my husband works. I don't know what to do. I am scared.!!!
