How to get custody of my grand baby

My son and his girlfriend had a child mother lost all rights to child when she left the child at the hospital.The child was placed in foster care.my son didn't no if it was his (girl cheated on him)The child is 8 months old.My son found out he was the father.He has no job lives were every some one will support him.He is 20 yrs old.Suppose to see the child every Monday.Only seen her 3 times and does not even pay child support.
Can some one tell me how I the grandma can get my grandchild out of foster care.I have a job,a good home,and all the means to support the child.
I want my grand baby before the state gives her up for adoption.
