How to stop a mother from keeping a boy from his loving father?

My husband loves his 13y/o son. He was 18 when the mother had the boy at 16, but they broke up before he was born due to the mother cheating on him with several boys. He is his son, and pays court order child support on time, every month. Whenever my hubby and his son get real close, and moving in is brought up the mother runs away with him. Neither have gone to court for visitation/custody, and the mother hasn't let my husband see his son in over a year. We have little money and live in CA, while they are in NY, so getting a lawyer etc is impossible at this time. Is there a program to help the "other" parent get visitation/custody? We are now asking for summer dates to get a ticket for him out here, but she is already playing games and refusing to give us dates.

You may need to get some sort of custody agreement in place if she isn't willing to bed voluntarily.
