I have a 2 yr custody temporary custody agreement when can i file for full custody?

I have temporary custody of my sons best friend and 2 little sisters. We did a 2 yr temporary custody agreement with dfacs and court. The children are happy and stable and both biological parents have not started any stipulations from court. The parents were told they had 2 have stable housing,and jobs for 6 months and drug and alcohol classes. The parents have not started anything. Do we have to wait the 2 yrs to file for full custody? The parents dont come for visitation and rarely call. The parents are not paying child support as ordered either. Please advise these children deserve stability...We also had guardianship of these kids for 2 yrs priorly and they have lived with numerous other people.
