If a child was born in Florida and a case was started in Florida can a case be started in Tennessee?

Mother and father had a child in the state of florida and was not married. But live together for over 9 years. Mother had put child support on the father and than took him off of it and left the state to Tennesse. Now the mother wants to take the father to court for full custody can she do this in your state or does she have to come back to the state of florida?
