Is it illegal for a person on felony probation to have a personal relationship with an employee of the CDCR?

I know it's illegal for an employee of the California State Prison system (CDCR) to have a personal relationship with a CDCR inmate or parolee, but would the same rule apply to someone on felony county probation only?
