Joint Custody....

My ex and I have joint custody of our daughters (he lives in Texas). I want to work in England for a couple of years. How can I take our daughters to England if he won't sign for them a passport? Besides sole custody, or him being in a jail somewhere, I have to have his signature. How can I get around this? I'm trying to move on with my life and I feel this (he) is hindering my progress.

My daughters are under the age of 16 and passports issued to minors are only for 5 years.
