Full custody of your children with one absent parent.

I have two children. My ex and I have joint custody. He has not seen them in over 2 1/2, almost 3 years. He stopped paying child support and disappeared off the face of the earth in the last 10 months. Could I get full custody of my children? He has shown no interest in them?
