Minor child wants to move to Uncle's due to difficult home life.

My 17yr old nephew has moved in with me. He has been with me every weekend anyway, since he was a baby. He has trouble with his stepmom and stepsister. His dad, my brother wants him home, but won't force him, nor will I. We have counceled him that he will be affecting not only himself, but all of us.
His mother will stop paying child support. His dad will no longer pay for his auto insurance, or vehiclular support of any kind. I am on disability, and therefore have limited resources. My question is as follows.
What if any kind of support can I force legally for his parents to give to him. Should his dad continue to pay auto insurance? Should either of his parents send him money to live on, like other kids have for allowance? He will be a senior in high school next year. How will I get his college tuition paid? What should my nephew ask them for?
