My daughter is active military what rights do I have as a grandparent

My daughter has been at 4-5 army bases within the last 14 months and is currently deployed in Afganistan. She chose to place the kids in an undisclosed location while she is away. The kids will be with non-family members for up to 14 months. Normally I am their family care provider. However, we have depleted our entire savings of better than $10,000 providing for the kids because she would not be financially responsible. I believe this to be the primary reason to place the kids with someone else because she has made no effort to pay back any of the money she owes us. I am trying to file an allotment against her wages through the JAG office but my main concern is that if something were to happen to her I do not know where the kids are so I can bring them to my house.
