My son gave my niece temporary custody of my grandaughter 2 years ago.

Now my niece doesn't want to give her back and is seeking to adopt my grandaughter. My son and I live in California. My niece and grandaughter are in Indiana. What can we do? My niece has threatened to do whatever it takes for her to keep my grandaughter.
