My Son's Dad Is Inn The Army And Only Giving Me 160.00 Per Month He Never Let Child Support About His Increase In Pay What Do I Do?

My son has my last name and his dad is not on the birth certificate. However we did go to court and he did ask for a paternity test and it was proven that they are father and son. I have gone to Ft. Bliss and asked for help but they do not help civilians. And i told child support that he will be returning to Iraq they told me that there was nothing they can do while he is out of the country. I don't know what to do anymore. I know that my son is entitled to 20% of his check but he is only receiving 160.00 a month. Please Help Me I don';t know what else to do..........
