PA CUSTODY LAWS

I currently live in PA. 2 & 1/2 years ago, I was awarded temp. custody of my daughter. Her mother has done nothing to further the process. I am planning on moving to South Carolina soon. Can she just come with us, or is there a process I have to go through to be allowed to take her with me legally? I have full custody until the final court date, which can't be scheduled until her mother goes through the classes she was assigned to. She still hasn't even applied to take them in these 2 years. My daughter already lives 4 hours away from her mother. She only sees her on holidays, and the weekends when we can make it in. The custody order called for 2 weekends a month, and thats it. I am moving soon, but don't want to be breaking any laws by taking her out of state.
