Can a Minor unwed mother, living in California; due to breakup with father of twins relocate to Oklahoma with grandparents.

No custody orders or support orders; father did sign birth certificate but left after 30 days of birth.

You said the father left, do you mean moved out of state? You are a minor and it is up to your parents, or custodial parent to decide to ley you go to your grandparents home, as long as your under age your parent(s) are responiable for you. If the father is also a minor that can make a difference also. In califorina when a couple has a child(ren) and are unwed and minors, if the minor(s) are married, or can show the court that he/she can take care of their self, as in being able to support their self,and care for their child, they can file a petition asking the court to be emancapated. If this is not the case then as long as your custodial parent can allow you to go to your grandparents, if the non-custodial parent consents,or the custodial parent gets approval from the court. The father of your childcannot stop you from leaving sinse you are a minor.
