Child Custody, Parent leaving state without consent of other parent with children

3 children involved under 6 youngest 1 1/2. Parents seperated thursday as the husband told the wife she had to go they needed some space and she needed to get a job that he would keep the children while she settled and got established with work ect. She has just learned via neighbors he has packed the home and is leaving the State of Fl. moving children to Ark. Will not allow mother to even keep the baby says he wont split them up. She does not want her children moved to Ark. there is no legal papers on Seperation or pending divorce and both are still legally custodial parents. He told her she could come see children tomorrow before he takes them away does she have any right or means to stop him from moving the children? And could she be arrested for attempting to keep the youngest child any or all of the children? If he does leave the state with the children does she then have grounds to prosecute him for taking them out of the state without consent? Thank you

The parent would need to file emergency custody right away to keep them from moving. then they would have to get the custody thing figured out. if that parent had sole custody, then they could move the kids, otherwise, they couldn't move.
