If it is stipulated in the custody order that the kids are not to be removed out of state then she could be in contempt of court. Although that would be up to the judge. The promblem here is that the parents tend to ignore the stipulations in the court orders,and they usally get away wiyh it,one because the other parent can't afford to fight it and even if you could it takes alot of money and time. You can file a motion with the court,but the promblem is would she even come back to the state. The courts won't go across the state line to bring her back. There is free legal services and they go by your incom and they handle some custody cases but being this is out of state i don't know. You cam call them.
