Moving a child from oregon to washington without the father permission

My son has been living with his girlfriend for nearly 2.5 years on sept 2008 they had a baby son together, my son is listed on his birth certificate. This month , the mother of his son decided to split up with him and she has taken their son and moved to kennewich washington to live at her brothers home. She has told me that she wanted to move to washington as it has better benefits for unmarried mothers.
My son is very unhappy with this situation, he didnt approve of it and he is wondering if she could do that?
what should he do, he does not want to loose connection with his son, however she has made it difficult for him as he is now 3.5 hours away from his son. Please help.
He does not have the funds to pay a lawyers fee.

Your son will have to find funds for a lawyer. If he sits on his rights he will lose them. In addition, if she is seeking benefits, he will shortly find his paycheck garnished by the state of washington to reimburse them for the child's benefits.
The first thing he must do is establish paternity through a DNA test. Admitting paternity via the the BC is just admitting , not proof. There may be surprise and maybe not. But , he needs to know now, later will be too late and he will be on the hook forever ( at this point in the law)
He can try to see if he qualifies for legal aid services . And now he has two states to deal with. I cannot preach enough to establsih everything the minute of birth.

This long post ( with no citation so we don't know it's source or if it is up to date info) is only useful if the father knows enough about law to be his own atty.

Here is some information , neccessary for putative fathers to know, about the 2007 amendments to Oregon law. Putative fathers rights changed under this new law.
