Paternal Grandparents seeking visitation in Pennsylvania

Our grandchild was born seven months ago. The father lives with us and is getting his young life together. He has visitation only to the tune of the mother and when she allows it. The mother says we can only see the child when the father sees the child, which is never because she makes it difficult because she is always busy. Mind you she doesn't work and receives a nice child support every month without fail. We were very excited to be grandparents and put a lot of money into needed things, dropped essentials off and of course didn't see the child because the child was hidden in the basement.
Fathers custody states 2 times a week foe 2 hours each time. Every visit was cut short and the mother was there and wouldn't leave which her not being there is in court order. To this date the grandmother saw the grandhild 4 times since birth for about a total of 4 hours, the grandfather 1 time for 1/2hour. We absolutely love kids and can offer the best of love and devotion to this child. Never got to feed her a bottle, change a diaper, and just love her from our hearts. The mother took all that away thats why we need to seek visitation because the child can have the best of both worlds. The childs best interest is to get to know her fathers side of the family as well as living with her mother, mothers boyfriend and babys grandmother. You will need to consult with an attorney all states are different. But as far as i know there is know state that gives the grandparents any rights. I know that is hard for the grandparents but that is the law. They tried giving the grandparents rights but the parents just ignored the court orders so they did away with it. Your son could file a motion with the court asking for joint custody and modiflying the orignal court order. He can ask for more visitation and also tell the court she is not abiding by the orignal court order.
