Pay support for a child who doesn't live with the custodial parent

My husband pays support for his 19 yr old daughter; has never claimed her on his taxes; covers her on his health insurance even though her mother the named custodial parent is supposed to according to the divorce decree. His daughter lives with her grandparents while her mother lives elsewhere. By law, should the mother be collecting child support and claiming the 19 year old on her taxes? I'm extremely frustrated as the mother doesn't seem to be paying for the child's expenses.
