Probate adoption

My husband and I have custody of his grandaughter, my nefews daughter,for the last 4 years. we want to adopt her. they have little to do with her. do I have to have their cosent to adopt her. knowing they gave us custody. they said they would sign if need be, but would rather not get involved. what forms do I need. I live in New Jersey. how much will it cost. can I do tis my self. what other this do I need to know?
