I had a family friend watching my children and she called some of my family members come and pick up my children. I have a protective order that has never been enforced andmy husband , whom I am legally separted from took my children across state lines into Wisconsin. And now somehow my sister-in-law has recieved custody of the children and without my concent....Does my husband have the right to grant custody of the kids to his sister without my concent?..and if so how?

No he does not, and taking your children across state lines without your consent may be considered kidnapping. You should have a parenting plan that coincides with your seperation order. If you are granted physical custody, what you need to do at this point is call the police. They would have had to lie to a court to get them to take jurisdiction over children that are not residents of there state, and without summoning you, there mother.
