Residential rights: I am an Illinois mom with 3 children 14yrs, 11yrs & 7yrs

How strict are the rules of having to stay in Illinois until my children reach 18. We have been talking about moving to Colorado or Florida in 4 years. My children will be 12yrs., 16 yrs, and 18 yrs. My 18 year old will be in college and I want my 12 and 16 year old to reside with me. How can I get the judge and soon to be x-husband to agree on this. This has been a dream of our families for quite some time and my soon to be x-husband is claiming that we can't fulfill this dream now for 10 years. I feel trapped and very controlled especially because this divorce was not my choice and he has been sexually involved with and living with a new mom and 3 kids just 5 blocks away. I have a job that can easily transfer me to either market. Would if I get a promotion or become involved with a man who lives in these markets. Do I have any rights as a mom to have my kids reside with me under these circumstances? How do I put it in my Divorce decree so it does not confine my freedom as well as my children.
Could my children have the right to choose? They will be 12, 16, and 18 in a little over 4 years. Please advice.
