Should a 13 year old girl be allowed to leave from her mothers house go to a neighbors house and ask the neighbor if she can stay there stating that

She doesn't like the mothers boyfriend and that the house is unfit (dirty) then the court awards the neighbor tempoary custody until mother proves to them that issues are taken care of and that home is clean and no man is arround what steps does the mother take knowing that where the child wants to stay is not suitable due to certain things the mother has saw from the neighbors and there life style mother doesn't want her child to be there until she can provide the kind of life that the child needs whats her options and how does she need to handle this situation does she have rights to say where the child should be until then or does the child have the right to say where she wants to live even though its not in the childs best interest and what will the people coming out to the neighbors home look for to see if it meets with their approval
