Custody laws in Washington State after joint custody was established in the divorce

My ex-husband and I filed for divorce 2 years ago, and our divorce was final in June 2006. We agreed on all aspects of our divorce and decided to have joint custody of the children. We have a one week on, one week off schedule. So, every other week, the children are with me. At the time, we both resided in Puyallup, Washington. He also had it stated that the children would attend the Puyallup school district until they were through highschool. Reluctantly, I agreed because I didn't want to prolong our divorce, not realizing the ramifications of what I had agreed to. Now, I am residing in Bonney Lake, WA (This is one city away from Puyallup) and I am wanting to see if I can receive full custody of the children because of the malicious reasons my ex-husband stated that he wanted the children to stay in the Puyallup school district until they were 18. He admitted he did it for control issues, to make sure I would have to stay in that district, and so that I wouldn't have the ability to take the children away and try to gain custody of them. My life is now moving forward. I no longer wish to be "under his thumb" in Puyallup, and I am looking at getting a job with the Boeing company that is further up north. It will be virtually impossible for me to drive the children to and from school in the Puyallup district every day when I have them for the week.
