Legal guardianship for minor in Texas , we're in INDIA Fee too much?

Is there a way to obtain guardianship with out seeing an Attorney? How long does it take?How much would an attorney charge? Child Protective Services claims they can not file legal guardianship p/w unless they had full custody of all my nieces. THEY (CPS) seem to be changing their stance, they initally stated they would file all legal paperwork for us to obtain legal guardianship for my one niece..but now they say we never said that..they are telling my sister she would have to go to a family attorney and handle this herself. They claim they are trying to avoid having to take full custody of all her three kids by having my sister find my one niece a home . My 16 year old niece refuses to live with her mom and of step-father is not an option (My sister separated from her husband a year ago, and basically my niece is having a very difficult time getting over this) Our goal is to get my niece to live with us in India and finish her last two years of High School, however from what I understand we need to have full custody , this is what The director of admissions here at the local US embassy school of New Delhi states.

IWell if you have to have custody then i would file for it. You can get the forms for custody on line just down load free legal forms and there will appear many different web sites. When you fine what your looking for then you can download and you can fill the forms out and take to the court hose to file with the court.

Mr granddaughter has lived with me the past two years and she is having a problems trying to get her financial aid for college. First she was told all she had to do is dependancy over ride with letters that are notorized and now they are asking for guardianship papers and I never obtained them she is 18 years old now. How might i get these forms so that she can obtain her financial aid she is a student at Texas Southern.
