Who has custody of the children? The sister has know rights what so ever in taking the kids out of state,and if she did so her sisiter should of filed a police report for kidnap and the father in-law has know legal rights either,unless the court has gave him legal custody for some reason. Where is the father? There are alot not being said so it is hard to give you any advice. But by what you are saying your friend has every legal right to file a police report for kidnapping and that is a serious crime. Hopefully your friend has custody of her children.

and where can i get a copy of full custody laws pertaining to Ex in-laws haveing custody?
