The father will not even let them call their lil brother

He has the children after getting my daughter hooked on meth and he got them through CPS and he does not have custody my daughter still has full custody , he moved them to an unknown where abouts and I am the grandmother and kept them and took the best care of them for 18mths before he got them and I never seen a dime out of either of them and now that I had to move out of state he won't even let them call me , I have the youngest one due to CPS to get him out of the drug world and the father of the other 2 had me go 1700 miles to pick him up cause the paternity is not known and he is 3 now and he won't even let them call him , do I have any rights and my daughter is getting better she has been off meth now for about 6 mths or so I have now had the youngest all but 9mths of his life and am getting custody of him but I can't see the other 2 but I would love to at least talk to them on the phone .Do grandparents have any rights after taking care of them for so long with no help from either parent ? I just want them to be able to keep in touch with their brother at least so he won't forget them , i know they won't forget him and he is alianating them against us and the mother and I was with them from the day they were born , one is 8 and one is 6 . The pic is all 3 g-kids and my husband and me , the day we went to pick the youngest one up.
