Visitation after signing rights away

I signed my rights away of my daughter years ago after I spent over 20,000 dollars trying to get custody of her. I was granted visitation every other weekend, however the mother wouldnt let me see her and I was paying child support, I was low in the income department and I didnt know what to do so I signed my rights over to the mother. Now years later, I can afford child support and I would like to see my daughter, even if it is only once a year and is supervised. I wrote a letter to the mother to see if she would let me see her but I have not heard from her, I was wondering if there is anything that I could do that could allow me to see my daughter?
