At what age can a child in Pennsylvania decide not to go to visitation with their mother?

I had sole physical and sole legal custody of both my children until yesterday. A conciliator decided to give their mother partial legal custody and supervised visits. The supervisor is their grandmother on their mothers side. My eldest does not want to go and neither does her younger sister, but the conciliator didn't care. The courts originally took her rights after years of her dragging me back and forth. She never wanted to see them before when she could but after the courts said she couldn't now she wants to. She didn't contact them for a year and 1/2. Where do I go to find out what rights my girls have in this situation?
