Visitation rights

The father of 3 of my kids has not payed child support. running around drinkning and doing drugs. has battery charges and has not seen the kids since 2000. in 2002 he asked to see them but more or less yelled at me for getting married. that was the last communication. in nov 2005 he gave me dirty looks and flipped me off and said nothing to me. now i hear he wants to see the children. What is your opinion? the behavioral therapist and said no way don't let him. and he would defend that in court. but i also have those couple that says i should give him a try again. i have given him several tries before and it just let my kids down and got them extreamly upset. the kids are in a steady situation with a mom and a dad. should i let this happen or should i say no until they are older? Like 13? also 2 of the 3 have special needs and one is special due to his shaking her. no i have no documents that she was shaken but he told me he shook her because she would not stop crying. I really have no idea what i should do. in a way i think the kids deserve to know there father but in another they have already been hurt enough.

Dont even think about letting him see the children, and bring charges against him for the shaken baby, and get him out of their lives , they dont need that and you dont ether
