What are the chances of a father getting primary custody of a child?

My boyfriend wants primary custody of his daughter. We live in Iowa. The daughter and mother live in Wisconsin. The only problem the baby's mom has is that she does not control her finances very well. I think he may be jumping the gun a little considering before last week he had not saw the baby since August 2007. I think he should just fight for set visitation like a month during the summer and every other major holiday. What are his chances of gaining custody of his daughter?
