Which co-parent pays flight expenses of child to and from the remote parent?

Co- parent resides in Illinois. Father (75%) custody is willing to pay for child to be returned to father in Califoria (after visit with mother)in Chicago.
Mother wants father to pay for flight to send her to Chicago. Father has already purchased air fare for child to return to him in California.

Mother doesn't want to do it this way (father can't return flight ticket)
Court order makes no mention (nor does mediation agreement) who pays for transportation of child to and from remote are (Mother in Chicago)

The parent "receiving" the child typically pays for the expense. In my case we only live 120 miles apart, so in the event we can not meet in our usual 1/2 way spot the person receiving the child makes the whole trip if they want to exercise their rights to visitation.
