Who pays for childrens travel to the non-custodial parent?

My ex husband lives in Washington State and I live in Grand Junction, Colorado. However, I will be moving to Centerton, Arkansas in June. I am the custodial parent for our two children. There is no formal parenting plan in place, though I am working to have one approved through the state of Colorado. My ex husband moved to Washington for the military and was discharged for mental health reasons. He decided to stay in Washington State as he met his current wife while his family stayed behind in Colorado.
Our divorce was dissolved in Washington State in October of 2006, with a parenting plan to be agreed upon in the state of Colorado.
My specific question is who has to pay for the children's travel to see their dad? He expects me to pay for their return flights, as well as a guardian to fly with them.
It is also important to know that he has failed to pay his child support amount. Since we agreed to try and keep it out of court to avoid attorney's fees, we do not have custody or child support in writing and filed with the Courts. I believe I have read that Colorado looks at travel to be the responsibility of the non-custodial parent. Please advise.
