Will it be difficult to have a joint parenting agreement changed in Illinois

My ex-husband and I were divorced in 1998. We have two daughters 14 and 19. We have a joint parenting agreement, which we have never followed. The agreement shows my ex having residential custody. The judgement shows me having my daughters only 25% of the time. This was the only way the judge would agree to our arrangement without ordering my ex-husband to pay child support. Since our divorce, I have had physical custody of my daughters more than 50% of the time. My address has been used since 2002, for my youngest daughters school enrollment. I am also the parent that is most responsible for "getting her where she needs to be". My ex works a rotating schedule that is different every week and is unwilling to change it. My daughters rotate weeks between our two homes, yet I am continually responsible for meeting their needs while he works several night shifts. Will it be difficult for me to have our custody arrangement changed, so that I am the residential parent?
