They may have dual citizenship. If a child is born in another country, but on a military installation or US territory, i.e Guam, Puerto Rico, US Virgin Islands, then they are a US citizen, as these are considered US soil. If their parents are US citizens living abroad and have not denounced their citizenship, then they are US citizens once they return to the states and supply the proper documents such as a translated birth certificate. Some countries restrict dual citizenship by requiring naturalized citizens to renounce the other citizenship upon attaining adulthood. So it really depends on the laws of the country they were born in. One thing to make note of.... if a child is born into a country that allows dual citizenship and they have a draft policy during times of war, that person can be drafted.
