Can a salary cap be interpreted as age discrimination?

Senior faculty members at my college are not getting any raises, which is 3 percent for all other professors, because our salaries are capped after 18 experience (yearly) steps as a full professor (Level 4). Over the years we have moved from one level to another--Instructor, Assistant Professor, Associate Professor, Professor. Therefore, professors who have taught here for a number of years find that their salaries are frozen--no cost of living adjustment, no raise. We senior professors have been here 33 or more years.
